Here are the highlights of the meeting:


Holiday hours


Chief administrative officer Deanna Campbell reported upcoming holiday office closures from Dec. 24 at 2 p.m. to Jan. 2, with essential services continuing.


Public hearing


At a public hearing Dec. 2, council heard submissions regarding Temporary Use Permit 2025-003, which would allow short-term rentals at 2424 Fairways Dr. No members of the public came forward to speak, and the hearing was closed. Later in the meeting, council approved the permit subject to conditions, including addressing a gross floor area compliance issue and submitting a finalized parking layout confirming five on-site spaces. Construction on the suite is expected to begin in early 2026 once contractors are secured.


YKA airport 


Representatives from the YKA LINK Alliance presented an update on the new regional partnership focused on strengthening air access, tourism competitiveness and regional economic development. The alliance brings together airports, municipalities, tourism organizations and regional districts under a unified strategy to attract airline service. Sun Peaks was identified as a major driver of regional travel demand. Presenters emphasized no funding or decisions are currently requested; the goal is awareness and ongoing collaboration.


Health centre updates 


Work is underway on the health centre reopening in collaboration with Dr. Catherine Nowierski, including drafting a new agreement.


2026 budget 


Budget preparation for 2026 is in progress with external consulting support, and a Committee of the Whole budget workshop is scheduled for Dec. 19 at 1 p.m.


Community Grants-in-Aid applications 


The 2026 Community Grant-in-Aid application process has opened. The deadline for the applications is Jan. 12. All of the applications must me submitted to dof@sunpeaksmunicipality.ca


Sun Peaks Helps 

In 2023, the Rotary Club of Sun Peaks formed a committee to continue supporting vulnerable residents. Council has now confirmed the remaining community-raised funds will be transferred to the Rotary Club for long-term management and distribution, noting that a community organization, not local government, is the most appropriate steward moving forward.


Notice to proceed for parking TUP at 3335 Village Pl.


Council authorized the distribution of a Notice of Intent to consider TUP 2025-004 for overflow winter parking at 3335 Village Pl. During discussion, councillors raised concerns about long-term field maintenance, particularly after winter vehicle use and high-traffic event weekends. Staff noted Sun Peaks Resort has verbally committed to maintaining the field to its current standard, though no formal agreement exists beyond general bylaw expectations. Council requested full wording and conditions for the permit, including maintenance expectations, be drafted and presented to the public before the hearing. The motion to proceed with notification carried unanimously.


UBCM Professional Reliance Act response


Council voted to send a letter directly to the provincial government expressing opposition to the proposed Bill M216. The letter will state that Sun Peaks supports the position already submitted by the Union of B.C. Municipalities, which urges the province not to advance the legislation without deeper consultation.
